The simple answer is: yes.
Here's more details:
Annodex is just Ogg, so anything that's possible with Ogg as a general container format is possible with Annodex. Ogg by itself allows encapsulation
of multitrack time-continuous data streams. Putting the same codec into the same physical or logical bitstream in Ogg is not possible. So, if you want to have a speech track and a separate vorbis track, then that's possible - and the Annodex Skeleton track will allow you to describe this in general for Ogg, such that a decoder has the ability to set up the right codecs for handling such a stream. This is one resource then, and thus one URL.

Does Annodex (or it's encapsulation format Ogg) allow for changing
codecs midstream, for example changing audio codec from Speex for news
or discussion and Ogg Vorbis for music in Internet radio? It might be
done using different coding for different clips, but can it be done in
one URL, without visible (audible) gaps?
