As for authoring of Annodex files:
The UTC information comes either from a CMML file through the CMML importer, or can be set through an API function of libannodex directly. An apache module would for example get it out of the CMML file that's sitting next to the media file.

OK, I have the easy part done (parse_utc in anx_time.c). Know to find
out where to get the utc information. I already have it on the annodex
structure and I'm looking at anx_writer.c now. Any clues would be
welcome, but I don't think I'll have it working today...
