[annodex-users] mod_annodex & utc

My problem is that anx_parse_time() expects a delta as a result. So
parse_utc() should do the difference between the UTC requested and the
UTC of the stream. This would also allow to not touch mod_annodex,
assuming I can get to utc from inside libannodex (which I'm not sure I
can do cleanly, but it should be somewhere in there :) - I'm still
looking for how the cmml is read in mod_annodex).

From what I've seen, I'll have to change mod_annodex to call the API
with the UTC value from the CMML, correct?
