Hi again Joao,
for live annodexing we have previously used an irc bot. This meant that while a video was being streamed, annotations were captured through a program that was listening to an irc conversation, where people were encouraged to contribute their annotations real-time. The script that was used is available from http://svn.annodex.net/scripts/trunk/ircCMMLBot.py . You could set up a temporary channel on freenode.net and get a connection into the court to capture speaker changes life.
As for UTC timespecs - well, CMML supports them and so does libcmml, but we haven't really tested any of the other software with it, such as e.g. the Firefox Plugin.
It would be great if you were to develop a system for 300 courthouses using Annodex!

Thanks for the help. This will be a first prototype, just to check if we
can work this out, so it won't have live indexing. Unless someone
explains me a way to integrate a utc timespec in the system. That would
allow the guy hearing the recording just to press the buttons, creating
the cmml file that would afterwards get integrated with the ogg stream.
As for live vs non-live indexing, I'll probably need both (for the case
when someone forgets to press the right button at the time). For now I'm
just trying to put together a simple system for showing this off. It
will probably be presented in public by the end of the month.
Afterwards, the project can either be dropped altogether or given a go
ahead that would mean further development and the deployment in 300
courthouses. We'll see how that goes ;).
